Conditional approval given to developersSupervisors green light first phase of Quillas Creek project

REEDSVILLE - Phase one of a plan to build a large housing development in Reedsville that has been in the works for some considerable time was given conditional approval by the Brown Township Supervisors Monday evening during their regularly scheduled meeting.
Quillas Creek Properties LLC President Kenton Stuck and CENPA Development General Manager David McNitt both were in attendance at the meeting Monday and said they were satisfied with the township's actions.
"We are very, very pleased and appreciative of the overall support we've received," Stuck said. "We are about more than just building homes. ... We are giving back to the community."
Stuck said he believes Quillas Creek will have a positive effect on the local economy with new residents supporting area businesses.
McNitt said that he believes that they will be "pushing dirt" by September and that several necessary permits should be approved in July. Along with the conditions placed on the plan's approval by the supervisors, which related primarily to storm water maintenance and other minor issues, the developers also will need approval of the sewer extension plan from the Brown Township Municipal Authority.
McNitt said he expects that approval to occur at the municipal authority's meeting June 15th. Additionally, the municipal authority requested during a workshop meeting last week that the plan include a change in the size of pipes used and the repositioning of several man holes, requests McNitt said were easily agreed to by the developers.
The group has proposed the development of more than 400 single-family residences, townhomes and apartments on 97 acres located along state Route 655 in Brown Township. The development's master plan calls for three distinct areas: an active adult neighborhood, a family-residential neighborhood and a business-commercial section.
The active adult neighborhood will consist of homes and condominiums for sale and apartments for rent. This neighborhood also will feature "worry free living," which essentially means that homeowners will pay a fee for property maintenance. The family-residential area of the development will consist of single-family homes and feature several playgrounds. Homes in the two neighborhoods will vary in style and include home styles based on those found in central Pennsylvania. The third component of the development is the business-commercial section. McNitt previously told The Sentinel that nearly 30 businesses have expressed an interest in getting involved with Quillas Creek.
